New North Citizens' Council, Inc established in 1973 as Memorial Square Citizens’ Council, one of several neighborhood councils under the Springfield Community Development Block Grant Program. Its initial purpose was to promote physical, economic, and social development of the Memorial Square area in the North End of Springfield. Memorial Square Citizens’ Council acted as a planning agent for the City; assessed the neighborhood physical, economic and social needs; advised the City Government; and advocated on neighborhood issues. Much of its early work focused on improving housing stock, on the neighborhood’s physical and economic development and on educational issues. In 1986 the City of Springfield consolidated the two Block Grant neighborhoods in the North End, Memorial Square and Brightwood into one, and the Brightwood Neighborhood Council merged with Memorial Square Citizens’ Council to create the New North Citizens’ Council, Inc.
